Task Manager, Regedit disabled even after Virus/Malware Check

I have the same problem reported by many members and after going through the various threads and taking the necessary steps, I still see that problem.
The task manager, registry editor is disabled.
So I ran Malware removal programs like MBAM, Super-antispyware and these programs reported trojans, etc on my machine. At the end, these programs removed those malware successfully.
Then, I ran http://www.kellys-korner-xp.com/regs_edits/regtmcmdrestore.vbs as suggested by Elephantbuycomputers and it showed "Finished" at the prompt meaning task manager enabled.
However, when I try to go to task manager or regeditor, it comes up for a second, and automatically vanishes. The same is happening with regeditor. The window opens for a second and closes automatically.
I've run 3 upto-date antiviruses - MBAM, SuperAAntiSpyWare and Avast - in both quick scan and full scan mode.
Still the task manager and regedit are not working.
Can someone please help on how to fix this issue.
