Tabtip consuming 50% of CPU after suspend and resume
I'm running the Windows 7 RC on a Toshiba Tecra M7 tablet PC. I did a clean install and the only vendor supplied driver I loaded was the bluetooth driver. Everything has been working ok since my installation but over the last 3 days I've had a problem coming out of suspend. If I use the computer all day doing my normal work stuff (IE, OneNote, Office ...)and go into suspend mode when I get home and try and resume the computer comes back up with TabTip locked at 50% CPU and most times one or more IE windows are locked up. Normally when I suspend the only things left open are a few instances of IE. Today when it happened i had 3 IE tabs open and 1 copy of notepad running. I cant kill TabTip and closing all other programs does not free it up. My only recourse is to reboot. I had similar wierd issues with Vista doing suspend and I had to give up and pick hibernate instead. I've checked the event logs and there's no information in them to indicate that a problem has occured.

This issue can be caused by software confliction. I suggest that you temporary disable anti-virus and firewall, and then check the result. If the issue persists, Lets disable all startup items and third party services when booting. This method will help us determine if this issue is caused by a loading program or service. Please perform the following steps: 1. Click the Start Button type "msconfig" (without quotation marks) in the Start Search box, and then press Enter. Note: If prompted, please click Continue on the User Account Control (UAC) window.2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray). 3. Click the "Startup" tab, click "Disable All" and click "OK". Then, restart the computer. When the "System Configuration Utility" window appears, please check the "Don't show this message or launch the System Configuration Utility when Windows starts" box and click OK. Please test this issue in the Clean Boot environment, if the issue disappears in the Clean Boot environment, we can use a 50/50 approach to quickly narrow down which entry is causing the issue. If the issue still occurs, the program can be corrupt. I suggest that you run In-place upgrade to repair it.Arthur Xie - MSFT

I've already tried eliminating the anti-virus and turning off combinations of services. What it seems to be related to is one of two remaining possibilities. I've seen it happen only if i've used the tablet input panel since my last reboot. I thought that I had narrowed it down to that but I have noticed one additional thing. It appears that it happens when I suspend the laptop (by closing the lid) and then unplug it. So I'm changing from AC to battery in the middle of the suspend operation. When i power back up on ac or battery i get the symptom.Lately I've been making sure the suspend process is complete before unplugging and I dont think i've seen it since then.

I've done more testing and this only seems to happen if i've been using the tablet input panel and I suspend the laptop and unplug the laptop from AC power while the suspend operation is in progress. Thats the only way I'm able to reproduce the problem with any frequency.
