Hi, Please confirm point 2 again: Start --> Run --> gpedit.msc. Computer Configuration/Administrative Templates/System/System Restore. Set Turn off System Restore as Not configured. Please also check if the DisableSR key exists under HKLM\Software\Policies\Microsoft\Windows NT\SystemRestore. If so, please delete the key. If the issue persists, please let me know if your computer is joined to a dmain. Tim Quan - MSFT

Thank you Tim. This problem was restored by doing two things: 1) edit the relavant reg key values in HKLM and HKCU as local admin (as this machine was joined to the domain previously) 2) uninstalled SAV (i have a feeling this had something to do with it) What is interesting in windows 7 is that there is no visibile running service relating to SR/system restore under services.msc unlike XP and vista. Thus led me to assume the system restore service was deleted.
