Sysprep fatal error

I installed a fresh version of Windows 8.1 Enterprise with plan to create a new Windows 8.1 image. When I run 'Sysprep /generalize /shutdown /oobe' I get a fatal error.  The setuperr.txt file gives me this:

The 'Microsoft.WinJS.2.0.Preview_1.0.9431.0' package seems to have to do with the Windows store, but that as much as I've found so far.  Has anyone else seen this with 8.1?

Getting same error doing the same sysprep command.  Win8.1 Enterprise.  Added base image to WDS and deployed on HP EliteBook 8570p.  Ran Windows Updates, drivers, Office 2013 and other minor apps.  Did NOT update Metro apps.  No Anti-Virus installed.

Tried other "fixes" post on the forums but none have worked.

The third party desktop apps we've installed:

Adobe Reader 11.0.05
Dell Client System Update 1.3.0
Java JRE 7u45 (x86 and x64)
Microsoft Office Pro Plus 2013
Paint.NET v3.5.10
Skype 6.9
System Center Endpoint Protection 4.3.220.0
VLC Media Player 2.1.0
Windows Essentials 2012

All Windows updates available for Windows 8.1 and Office Pro Plus have been installed.

No Windows Modern Apps have been installed.  The only Modern apps that are currently on their are the ones that were installed with Windows 8.1.

I've tried running this dism command: dism -online /Remove-ProvisionedAppxPackage /PackageName:<packagename> that I found here: http://support.microsoft.com/kb/2769827 but I receive 'Error 2' and 'The system cannont find the file specified'.

I'm going to try to uninstall some Modern apps to see if I have any luck.

I ran these two commands in Powershell and was able to sysprep successfully:

 Get-AppxPackage -AllUsers | Where Name -Like "Microsoft.WinJS.Preview.1" | Remove-AppxPackage
 Get-AppxPackage -AllUsers | Where Name -Like "Microsoft.WinJS.2.0.Preview" | Remove-AppxPackage

I had the same erorr and nothing I found on Technet worked.

My issue:

Created a Windows 8.1 Enterprise 64bit reference image and never touched the Store app.

Received fata error on sysprep /generalize /oobe /shutdown

My Fix:

I connected the computer to the internet and opened the store. It hung and never loaded.

I rebooted and opened the store again and after about 4 minutes it popped up and seemed to work normally.

I was able to complete sysprep for the first time after running full suite of windows updates on this reference image.

I was getting it on the x86 but not x64 image for some reason. Here's how I fixed it.

Instead of applying all Windows updates under a regular user account, then removing the account from the Administrator account in sysprep audit mode, I just made sure I applied all updates under the Administrator account from the get go. Not a problem after doing it this way!
