We have Forest 'A' is Source and Forest 'B' is target.

Whatever the objects in particular OU of Forest A should be Replicate on Forest 'B'.

i have moved 300 users on that particular OU in Forest A.

Hence i got 215 users replicated on forest B and later i included some changes done in display name of Source server after that 31 ID's replicated.

is there any possible to get those balance ID's sync to be on target forest.

Surely it is possible - we are just missing details to help you with this. 

Are you using declarative (synch rules) or code base provisioning? Can you see these users in source AD management agent?  Are these users projected into metaverse? If you will open such user properties in source AD MA and do full synch preview - what you are seeing there?
