Surface pro 2, plugged in not charging, what is the real issue?

I have the problem a week ago that my Surface pro 2 shows plugged in not charging till the battery is dead. The problem is solved by reconnecting the power connector several times. Until 3 days ago it went serious, I cannot charge it no matter how many times i reconnect or turn the connector upside down. The device slowly charges when it is off. I searched around and found many working solutions but not for me, but I can see the problem could be solved in some ways.

This is what I did that makes it works:

  1. Remove the power connector while the device is on
  2. Press the power button for 10 seconds
  3. Keep holding the button while plugging the charger back on
  4. Release the button and turn the device on

It will show device plugged in charging when I restart the device several times. But after some times removing the connector, the problem returns and can be resolved the same way. Is this then, hardware or software issue? My device is daily updated.
