Surface Pro wbadmin error (0x8004231f)

Question originally posted here at Windows 8.1 preview forum with the same title.  I attempted to mirror here but was given the error message " Body text cannot contain images or links until we are able to verify your account"  - not understanding that process I have posted without links and images.

At any rate,  it was suggested by a support engineer that I post in this forum.

8.1 preview

I successfully created an image using the following:

wbadmin start backup -backuptarget:d: -allcritical  (d is a nearly empty 1TB external drive)

 

I "refreshed" the Surface Pro back to 8.0 and re-installed office 2013, tweaked lock screens - etc.

 

Now I want to take another image (Plan is to then use the 8.1 image to go back to the preview and use the 8.0 image to load back once 8.1 final is available - this exercise is also a "test" in preparation of using the same kind of tools to bring my desktop back to 8.0 when 8.1 final is available.)

 

I am getting the error "There is not enough disk space to create the volume shadow copy on the storage location......this applies to both the backup storage destination and the volumes included in the backup." .. "Error a volume shadow copy service operation has occurred (0x8004231f)

Insufficient storage available to create either the shadow copy storage file or other shadow copy data"

 

I've researched and been unable to find a solution.  Many posts indicate that there isn't enough disk available on the volumes included and that the partitions need to be made larger.  I've looked at disk management (right click start, choose disk management) and all volumes are showing plenty of free space (curiously enough, 100% in most case) - see at bottom of this post.

 

All help and guidance is VERY much appreciated.  Thank you.

Use other free tools like http://www.macrium.com/reflectfree.aspx if the buildin tools don't work.
