Surface Pro fails to boot with error 0xc000000d

During the installation of Windows my Surface Pro crashed and when it rebooted it displayed a blue screen saying I had a missing BCD and gave an error code: 0xc000000d. It tells me to restore from a USB drive which I am happy to do but can't as the device does not see the drive. It is in FAT32 format and boots on other UEFI devices I have, just not the Surface Pro. The USB drive is in, I hold down (-) and power but nothing, it just keeps displaying the blue screen. Any help gratefully accepted.

Which edition of Windows are you trying to install ? Windows 8.1 ?
