Special characters DON'T work
I've had windows computers since the nineties and I've always used the SHIFT-key for my special characters. I recieved a very unpleasant surprise when my current computer (a packard bell with windows 7) simply refuses to do so!
I'm honestly reaching the point of desperation here, I've tried switching languages a dozen times (none work the way they are supposed to) checked multiple times wether my keyboard was set to english/international (it is) and went through the not very helpful
suggestions on the internet. (For one, I refuse to learn the stupid Alt-codes)
I simply want the old functionality of my shift-key back. Does anyone know how I can achieve that?

Instead of complaining enable Sticky keys. (Search it with Help and Support)

Sticky keys are not the problem. When I press Shift + " + e I want to see appear on my screen not ""e. This is what is currently the case and sticky keys will not help.
I know there is something wrong with my computer but I just can't figure out
where the problem is...
