Thank you for posting this issue on the TechNet community forums.
From the description I understand that you're having problems with your audio device and that your control panel is freezing. You also mentioned that you tried a system restore but had no success.
Could you please try booting your computer into Safe Mode by holding down the SHIFT key while restarting Windows, or by pressing the SHIFT + F8 keys while your computer is starting up.
Once you're booted into safe mode could you please launch the Device Manager:
- Press the Windows Key + R to open Run, type devmgmt.msc and click OK.
Do you see any devices with a yellow exclamation mark?

I just make a supplement, you can try to use SFC /scannow command to fix this problem, if no use, try to use Dism command below for test:
DISM /Online /Cleanup-Image /RestoreHealth
may I know if you have AVG?
did you try to perform system restore in safe mode?
hold SHIFT key, repeatedly and quickly tap the F8 key during the whole booting process
If you're running System Restore from Safe Mode in Windows 8 and 8.1, please know that the changes it makes to your computer will not be reversible
Please try troubleshoot from this thread
