So why can't I uninstall a program that I installed?
When I try to do so (as an Administrator) I get a message that I don't have the authority to do so. Who does? How do I get the authority? When can I get it? Who do I have to bribe?

What kind of a program do you want to uninstall? Have you tried to remove it from Windows safe mode?
If this program have an uninstall shortcut in Start - All programs menu, rigt-click on it and select "Run as Administrator".

This tool just clearsinstallation information for programs that were installed by using Windows Installer, but don't remove this program's files ( dlls, etc). Using this tool is not correct for this issue.

Windows installer programs give that message if the "products" section of the registry is corrupt for a particular program so what to do is open regedit and navigate to this key: HKEY_CLASSES_ROOT\Installer\Products and search for that program, firstexport the key with the program name your trying to remomve in the string "ProductName" so as to back it up if you need to restore it, and delete it that key. Use caution with this procedure and do not procede unless you are familiar with the registry.
