Slow Wifi internet speed in 8.1 with event 4230 as the cause.
Getting Tcpip event 4230 in win 8.1. Would like to know why and how to stop it.

We hope your issue has been resolved. You could try following the suggestions mentioned in that thread (in T. Kujala's reply )  

I am supposing this actually is warning lever information in event viewer, to inform that TCP/IP has chosen restrict the congestion windows for several connections due to your network condition. The congestion window is one of the factors that determines the number of bytes that can be outstanding at any time. Most event viewer errors are non-issues. First we need to check your internet speed under a perfect network condition and see how that matches that what you are paying for.

Sometime reset TCP/IP by using netsh int ip reset or NIC driver update might help you get rid of this warning.
