Win 7 laptop, I've done repair office 2013, removed office 2013 patched out Lync patches, no luck.  Anyone has any suggestions or insight?  thanks a million!

Are you sure you have installed all needed patches, because I have always saw this behavior, if some patches are not installed.

You have also to install the language pack SP1.

Have you tried to install Office 2013 with the included SP1 or the RTM and the separate SP1?

You may try reinstalling the Office 2013 and then install all the Office 2013 related updates from Windows Update.
