Skype URI in Windows 8 forces users to sign up with Microsoft Account despite being signed into Skype

Using the Skype URI to call people works when you're signed into Skype, but on Windows 8, it forces you to register with a Microsoft account despite having a Skype account already. Is there any way to avoid this?
