Shutdown when multiple users logged in
When there are multiple users logged in, any user regardless whether they are an administrator or not can forcibly logoff all other users and shutdown the system by clicking Yes to the 'Other users logged in' prompt. There does not appear to be a system policy to change this behavior. I think this would be an important consideration. It is frustrating to have a process running, eg: download as a user logged in the background and have another user being able to shutdown and terminate (not cleanly) all other user sessions running.
