There is a dialog box asking a user to select network location: Home, Work, Public location. In technical aspects, what is difference between Home and Work? (E.g. how a user access a folder, the restriction levels of firewall rules) Thanks.

There are 'zones' that you can use to differentiate firewall settings. Wehn you connect to a network, Win asks what zone that network is on so that it can apply the firewall rules you have pre-defined for that zone. In firewall settings, you will see the three zones and can open ports or enable/diable firewall per zone.
