Security Center Completely Disabled. Help Needed

I know we have a similar question but believe me this one is different.
I am using Windows Seven Professional. I had installed Microsoft Security Essentials. My System was working fine until last month. Suddenly i figured out the MSE is not running in background. I tried starting again. MSE window flashes for a second
and dissappeared. I tried reinstalling MSE but it didn help. I then saw my security service is disabled. So i went to services.msc and found the following services are disabled,
Internet Connection Sharing(ICS). Microsoft .NET Framework NGEN Microsoft Antimalware Service Net.Tcp Port Sharing Service Routing and Remote Access Security Center Windows Defender Windows Live Mesh remote connections service
I tried starting the Security Service by making start type: automatic and clicked start.
It started and i could see the pop ups from taskbar saying start MSE, start windows defender.when i start it is again flashes for a second and gets vanished and also the security center is automatically disabled. I tried doing this many time but no use.
Sometimes when i try starting Security Center it displays Error Dialog with the following Message:
Windows could not start Security Center service on local computer
Error 1079: The account specified for this service is different from the account specified for other services running in the same process.
But believe me that i am not getting this message all the time. Security Center starts most of the time and automatically gets disabled within a minute.
I tried a windows repair option in boot and disk error check but again no use.
I thought of a System Restore so when i clicked System Restore, i got the system restore dialog opened with the following error Message:
System Protection is turned off. To turn it back on so you can use system restore, see Turn System Restore on or off.
Which again guides me how to start Security service,and now the problem becomes cyclic.
I am not sure why this is happened to my system as i am not using any suspiciouis softwares. If in case my system has got some virus which made this damage,well then my question is why MSE didnt recognize this virus and save my system.
I seriously need help to have my security system back on so that i will have my MSE working back.
Note: I had my MSE updated with latest virus defenitions with out fail.
Any immediate help which resolves this problem is highly appreciated :)

For fixing the Error 1079, follow these steps:
1.
Click
Start, click Run, type services.msc, and then click
OK
2.
Double-click
Background Intelligent Transfer Service.
3.
Click the
Log On tab.
4.
Click
Local System account, and then click OK.
5.
Right-click
Background Intelligent Transfer Service, and then click Start.
If it doesn’t work,
I recommend you use the System File Checker tool to troubleshoot the issue.
1.
Insert the Windows 7 installation DVD into the DVD-ROM; Click Exit if the auto-menu pops up.
2.
Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
3.
At the command prompt, type the following command, and then press ENTER:
sfc /scannow
If the issue persists, a
System Restore could help you restore
to the time point that the computer runs normally.

Hi Miya, Thanks for helping on this. I tried doing whatever you mentioned Unfortunately nothing helped me. Please help me to have this issue fixed. Same error again.

I have the same problem too...and i only installed Windows 7 yesterday (New years eve)!!!
i've tried starting and stopping the service, tried changing the logon but that doesn't work as it comes up with the error "Windows could not start the security center service on local computer. Error 1079: The account specified for this service is
different from the account specified for other services running in the same process" so i put it back onto local service and again it starts fine but seconds later it's disabled.
Like i said folks. i only installed it not even longer than 1 day and i'm getting the problems above. moreso for windows defender as that no longer wants to start, at all "the windows defender service on local computer started and then stopped.
Some services stop automatically if they are not in use by other services or programs" Well this one has dependencies (RPC) so how did it suddenly decide to stop?
So i went into the registry to change the start key from 4 to 2. but that too seems to revert back to 4 all by itself.
i have symantec endpoint protection on my pc, again, not even on for a full day yet and it was working fine yesterday when it was all first installed (i know this because windows defender asked for an update)
My suspicions are as follows. i had a bulk windows update and i noticed the last update i installed was .net framework 4 client profile. like i said everything was swimming before my last windows update. so i've elected (first) to repair it.
will restart and report findings
Update: That didn't work. so instead am going to try a reinstall of windows 7. as i've not settled into this installation as yet, i can afford to re download all programs i've just installed. thought this OS was more stable than the others,
but if you can't start a service no matter what you try then there is a major flaw here.
I have tried changing automatic and manual and logon but none of this has worked. also tried the command prompt (as admin) to run a scan, nothing. so this is my last option as i've not seen anything on any website giving a solid fix other than running a malware
scanning program (which to me adds to the problem). there's no reg fix or not utility to force it to start or retain settings. not impressed microsoft!
