Scrollbars and dropdown menus will not stop
On this Windows 7 PC, anywhere within the system that utilizes either a scrollbar or a dropdown menu is unusable. Scroll down in notepad and it zips right back to the top when released. Dropdown menus will choose the top entry even after you have highlighted your choice. When printing, the dropdown menu to choose the printer will always go back to the top entry. Notepad, scroll down to read further down on the page and when you let go of the scrollbar it goe directly back to the top. Has anyone ever seen this before? How do I correct this issue?

I suggest you troubleshoot in Clean Boot Mode. Run ShellExView, in the pane sort the entries with manufacturers. Disable all non-Microsoft *.dll files, and check the result. If the issue does not occur, one of the files can be the culprit. As it turns out; the wireless USB mouse was causing the issue. The batteries had run all the way down and it was necessary to replace them. It was just after replacing the batteries that the issue began. When the mouse was unplugged, the issue with the scrollbars and dropdown menus was no longer in affect. Thanks for your attempted assistance.
