My Windows Update is configured to install updates automatically but I went to "Updates will be automatically installed during the maintenance window" and set it to, lets say, 7PM. Does Windows performs both tasks (download and install updates) at 7PM or updates are downloaded first when Windows detects new updates and installs them at 7PM?

You can`t select the time a computer download the windows update only the time it install them.

You could play whit the update detection frequency
