May I know what operation you performed and then the error message appeared?
This DLL file is not used frequently. Maybe it is a component of one program. If you can narrow down and find the program, please reinstall it. Another suggestion is to restore system to a previous point.
Please troubleshoot in Clean Boot Mode.

Meantime, please scan your system and remove the malware in time.

From what I can tell, that dll cannot be found on Windows 7 and quick Google search brings up zero results. It is, however, listed as possible malware on this
site. I would suggest you run an updated virus scan. If you don't have a virus scanner, you install one from Microsoft
here. Additionally, you may want to run a program such as
Malwarebytes to assist with the removal.
