Windows Explorer issue are mostly caused by an incompatible Shell Extension.
I suggest that you use ShellExView to check the issue.

Run ShellExView, in the pane sort the entries with manufacturers. Disable all non-Microsoft *.dll files, and check the result. If the issue does not occur, one of the files can be the culprit. We could narrow down it one by one.
If we can't get this issue resolved by this way, please download process monitor to capture the events when you repro this issue, and let's check these events to see if this action keep reading or writing on some special files:

You can check it yourself, and also, for further help, please upload the saved PML file from Process monitor here for our research.
Please also check the event log to see if there is any crash information related to Windows explorer when this issue happened and let me know.
So I narrowed my problem down to Windows Error Reporting Service. When I disable the service my right click functionality is restored. Any thoughts on fixing the error reporting service?
