Request for information regarding logon

Hi Everyone that's reading this. This situation might be a rather straightforward for you guys. I've done some searching but the results are not what I'm exactly looking for.

But I am absolutely puzzled by the following symptoms.

The company I work for has Windows 8.1 64 bit computers within a domain. We use fingerprint security so all in all, you have 3 logon situations. 4 if you include smartcard services being enabled.

Password logon

Fingerprint logon

Locked workstations

Smartcard logon

How is it, that if you have a workstation on for a longer period of time that you are actually able to click on the back arrow ( the icon with an arrow pointing towards the left with a round circle around it)  up to 3 to four times. Before you get to logging in as another user.

Why I am asking is because I am diagnosing an issue that the keyboard changes layouts after it has been locked.

Any further information about the behavior of logging on to windows 8.1 is also appreciated.

I'm a bit confused with your question, what's the phenomenon about keyboard changes its layout? It would be better to provide more details with this problem.

On the other hand, have you tried to use Screen-Keyboard for test when this problem occurs?

Thank you for the reply. I hope this information will help.

The onscreen keyboard test was done.

It has shown that the layout changed back to US international keyboard.

Another thing worth mentioning is that even though a copy has been made of regional settings through admin for .default, current and new users  that it still reverts at times.

The difficulty of the diagnosis is that the phenomena occurs under the following conditions:

1) When the computer has been locked.

2) When the computer is not on the domain network, i.e in hotels, home offices.

So, I am looking for information regarding the fact how the behavior is set about logon methods used within windows 8.1

Current symptoms show that a local setting somewhere is the cause. For instance, the strange method of having to get to another user. Like it has been logged in 3 times somehow. That is also the current workaround. Because it will have been changed to its proper keyboard layout.
