Reporting possible bugs in the windows firewall (of windows 8.1). Where to send them?

I think I found some bugs in the Windows Firewall.
I do not remember if they were/are also present in Windows 8, but I think so.
I do not know if they are present in Windows 7.
Not knowing where and to whom to send them, I'm trying here, with the hope that this is the right place (to allow Microsoft to fix them).
Operating System: Windows 8.1 x64 update 1.

- I changed the Windows font size from Control Panel\Appearance and Personalisation\Display, change the size of all items, larger (150%).

- I changed the setting NX=AlwaysOn (DEP always on), by:

bcdedit /set {current} nx AlwaysOn

- I modified the default rules of the firewall (I exported the standard criteria and saved in afile), created my own rules, blocked all outgoing connections (except those I created with my rules).

Problem No. 1: every x minutes, x hours or x days, some predefined rules of APP are reappearing; I solve the problem by re-import my criteria (I have saved them because this problem happens)
Problem No. 2: after copying a rule (in Inbound or outbound), just copy a single character of text (in any other rule) and Microsoft Management Console (MMC), which obviously is invoked to make visible and configurable Windows firewall with Advanced Security, stops working. Always.
Problem No. 3: some environment variables do not seem to work; I think in particular the variable %userprofile%, since often I have to change that variable with c:\users\my-user-name.

Request: would be nice if the firewall might display notification messages for outgoing connections.
