You want to remove the recycle bin from the desktop for all users?
What is your current situation?
Additionally, you could use the group policy to accomplish the requirement.
If you are domain joined computer, please go to User Configuration->Policies->Administrative Templates->Desktop.
Enable the policy: Remove Recycle Bin icon from desktop.
