I am also having this same problem.

The PC is a Dell Optiplex 3020.  Windows 8 was installed from scratch and then Windows 8.1 update immediately following.  The PC is a domain joined workstation to a Windows SBS 2008 domain.

The RDP port is open and responding.  The RDP client will try to connect for a minute and time out.  I have stopped the firewall service with no change.

I also cannot install .NET 3.5.  Error is access is denied 0X80070005.  I'm not sure if it's related, so I though I'd mention it.

Others have mentioned the fix for both is a system refresh.

I believe I fixed the RDP issue.  I had to disjoin the PC from the domain as the group policy settings would not allow me to turn RDP off and on again.  Login as a local admin and turn on RDP.  Manually open the port in the firewall.  Verify that RDP was working and then join back to the domain.
