Rebootable Disk
HI, I have found it almost impossible to create a bootable disk for just accessing someone's infected computer.  The recovery option in Windows 8.1 is fine for someone who wants to re-install or refresh there computer but quite often friends who are not tech savvy get caught with virus's by letting their anti-virus software elapse carelessly.  It is their fault for this mess but for all the money they spend to create a computing environment in their home that meets their individual needs we should give them an option for relieving the horrors of unthinking hackers.  The old operating systems had a back door that allowed the user to start up the computer in a safe mode.  This gave someone like myself a chance to go into a friend's computer and try to expunge the bad files from the system.  I tried recently to create a bootable disk from my system and use it on the friend's computer to start it in a neutral state for cleaning it up.  Unfortunately this didn't work.   Please, Please, Please help the standard user?  Is there anything that can be done short of wiping the hard drive and reloading everything?

So, you are unable to boot in safe mode? When you try to boot from the bootable media you created, what happens?

Safe Mode is still there. You can access it by pressing Shift+F8 at boot, although the window for pressing this combination is quite slim. You can also use the command bcdedit /set {globalsettings} advancedoptions true from the Command Prompt of the recovery media you generated to enable the Startup Settings menu on boot, from which you can select Safe Mode.
