I would like to re-open a closed live.co.uk account.

the account was closed last year as it was hacked. The problem is that the account is the one linked to several windows phones. You cannot change the Microsoft account on the phone (nokia Lumia 620). But the phones keep checking the account and consequently the batteries are being drained. And I don't want to factory reset all the phones.

Microsoft is no longer creating new live addresses.  They are only creating Hotmail.com and Outlook.com addresses.  You cannot re-open a previously closed/deleted account.
