this is test enviroment and works normally with normal wlan. But if using mobile wlan the error exists.It works normally also in windows 7. i am able to login to the rdweb with HTTPS://, but when choosing  application it asks about credentials and this problem comes. I have turn off windows firewall from public and in private network. I dont have third party virus softwares.Certs should be okay. IS 8.1 missing some patch? i also tried to uninstall KB3000850.

What should i do next. we have a hurry with this situation.

We need more information about this problem. What happens after typing credentials?

Since you mentioned that it worked in Windows 7, I am supposing you are talking about desktop version remote desktop connection (not modern apps). I have met lots of cases that due to compatibility issues between Windows 8.1 virtual adapter and mobile connection, however mostly it occurs when mobile device connecting to Windows 8.1. Since you mentioned that it is test environment, I am suspecting if it is related to virtual machines. Anyway, try to delete the WiFi profile and recreate a new one that everyone may use. If it is working with other Wi-Fi connection but this profile, it would be bad compatibility with mobile Wi-Fi LAN, try update network driver and firmware of mobile device or replace it with normal WLAN.
