It might be the Windows 7 Weatherbug gadget, I will check to verify.

It is trying to access the location a1873.g.akamai.net. So it seems be caused by a third party program. If it is not the weatherbug gadget, try a Clean Boot. Please refer the steps for Windows Vista.If issue will not occur in Clean Boot situation, please continue perform the narrow down steps to find out the root cause.
