RSAT won't install on Windows 8.1 Pro - "The system cannot find the file specified."

Please help. RSAT won't install on Windows 8.1 Pro. Every time I try, I get the same error - "The system cannot find the file specified.". I really don't want to have to refresh the PC to get it working! I've installed the update successfully on a fresh win 8.1 enterprise install on a Hyper-V VM.

I am in uk, so have installed the en-US language pack first. I did have a windows component store corruption but I've managed to fix that.

event log says:

Windows update "Update for Windows (KB2693643)" could not be installed because of error 2147942402 "The system cannot find the file specified." (Command line: ""C:\Windows\system32\wusa.exe" "C:\RSAT Windows8.1-KB2693643-x64.msu" ")

Hi,

According to CBS log, it seems like there is a problem with this update package download, you can follow the path below to rename SoftwareDistribution folder and then try to run Windows update again for test:

1.Open CMD with administrator.

2.Type net stop wuauserv, Press Enter.

3.Type ren c:\windows\SoftwareDistribution softwaredistribution.old, Press Enter.

4.Type net start wuauserv, Press Enter.

5.Type exit, Press Enter.

After that, try run Windows update again.

The second method, you can try to download and install the package manually for test.

Hi Roger thanks for replying.

I have already tried (after posting the first message) to rename the software distribution folder as you suggested and it didn't work.

For a manual install, do you mean: expand -F:* d:\Windows8.1-KB2693643-x64.msu d:\temp\rsat

1) extract the cab from the msu e.g.: dism /online /add-package /packagepath:d:\temp\rsat\Windows8.1-KB2693643-x64.cab

2) run DISM online add-package: 

Unfortunately this didn't work either.

Please see DISM and CBS log from this manual attempt.

Also I have noticed that I didn't have system protection turned on my C drive since updating to an SSD a few months ago so I can't try system restore to an earlier point - I've enabled it now.

Hopefully you will have another suggestion, otherwise I can just run the RSAT tools from a Hyper-V VM on this machine for now, and once I upgrade to windows 10 (when the full release version comes out), I will do a clean install and hopefully get the tools installed then! I don't have to do too many tasks with my server as it's basically set up now.

As Roger Lu reported, the log indicates that there is corruption in the update files that you downloaded. The log actually reports file not found, so you may also want to check permissions on the extracted files in C:\Windows\SoftwareDistribution\Download\76ecaa86ec6712300c2d71cbcdad378c\. You can also re-try downloading the files to see if your original download was just corrupt.
