RAS error 720 when establishing modem connection
I have a Vista Home Basic SP2 machine that appears to have an issue regarding RAS/PPP/IPCP.I have tried connecting it to the internet via two seperate modems and both of them return the same errors. Both modems work perfectly on other vista and xp machines. The modems return an error "A connection to the remote computer could not be established" When I examine the event logs I see an error in the application log:RASclient event 20227...the error code returns is 720. This is to do with negotiation of PPP protocols I enabled logging on RAS and examined the log files. An error occurs in the PPP log file when it attempts to negotiate on IPCP (8021). Extract from log file:[3828] 08-16 10:10:00:400: RemoveFromTimerQ called portid=0,Id=0,Protocol=c023,EventType=0,fAuth=0[3828] 08-16 10:10:00:400: FsmThisLayerUp called for protocol = c023, port = 8[3828] 08-16 10:10:00:400: NotifyCaller(hPort=8, dwMsgId=17)[3828] 08-16 10:10:00:400: NotifyCaller(hPort=8, dwMsgId=3)[3828] 08-16 10:10:00:400: Will not initialize CP 8057[3828] 08-16 10:10:00:400: Will not initialize CP 8029[3828] 08-16 10:10:00:400: Will not initialize CP 802b[3828] 08-16 10:10:00:400: FsmInit called for protocol = 80fd, port = 8[3828] 08-16 10:10:00:410: FsmInit for protocol = 80fd failed with error 731[3828] 08-16 10:10:00:410: Will not initialize CP 8021[3828] 08-16 10:10:00:410: NotifyCaller(hPort=8, dwMsgId=1)[3752] 08-16 10:10:02:760: PPPEMSG_Stop recvd The lineWill not initialize CP 8021is the critical difference between this failing log and a successfull log. At this point on a successfull system a RASIPCP log is also created/accessed, there is no sign of such a log on the failing system. So it appears to be an issue with PPP/IPCP on the vista machine. I have tried :resetting the tcp/ip stackresetting winsockremoving an reinstalling all of the modem drivers, software and network drivers.and various other desperate measures. The machine started as SP1, and was updated to SP2 when this error was encountered. Any ideas other than reinstalling vista?

Managed to fix it!Lots of thanks to lots of different links on lots of different sites, and something new well. Here's the whole lot.I have a Vista Home Basic SP2 machine that appears to have an issue regarding RAS/PPP/IPCP.I have tried connecting it to the internet via two seperate modems and both of them return the same errors. Both modems work perfectly on other vista and xp machines. The modems return an error "A connection to the remote computer could not be established" When I examine the event logs I see an error in the application log:RASclient event 20227...the error code returns is 720. TCP has come unbound from modem port / wan miniports??? Followed lots of different help to try and fix it. Tried resetting some of the wan miniports Netcfg -u MS_PPTPNetcfg -u MS_L2TP Netcfg -l %windir%\inf\netrast.inf -c p -i MS_PPTPNetcfg -l %windir%\inf\netrast.inf -c p -i MS_L2TP resetting winsock and tcp stack netsh winsock reset netsh int ip reset Tried rebuilding rasrarepair.exe All of these looked good and had helped others, no help for me yet. also tried Got down to reinstalling wan miniport (ip) driver. You could try this as this stage. Netcfg -u MS_NDISWANIPNetcfg -l %windir%\inf\netrast.inf -c p -i MS_NDISWANIP I ended up trying the following (wish I'd tried the above first) ***START***To resolve this issue, remove the WAN Miniport IP and the WAN Miniport PPTP device, and then reinstall both Miniports. 1. Delete the VPN/dial-up connection2. Click Start, click Run, type regedit in the Open box, and then click OK.3. Locate the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E972-E325-11CE-BFC1-08002BE10318}4. On the File menu, click Export& choose a destination and give it a name, and then click Save.5. Click each of the registry subkeys under this key, and then view the Data column of the DriverDesc value to determine which of the subkeys corresponds to WAN Miniport (IP). And the one that corresponds with WAN Miniport (PPTP). For example, the 0005 and 0008 subkeys.6. Right-click the subkey whose DriverDesc value data is WAN Miniport (IP) (for example, right-click 0005), and then click Delete. Click Yes to confirm that you want to delete the key. Then do the same for the subkey whose DriverDesc value data is WAN Miniport (PPTP).7. Close Registry Editor8. Right-click My Computer, and then click Properties.9. Click the Hardware tab, and then click Device Manager.10. On the View menu, click Show hidden devices.11. Under Network adapters, right-click WAN Miniport (IP) and then click Uninstall. Click OK to confirm that you want to remove this device. Repeat this step for WAN Miniport (PPTP) as well.12. Reboot the PC13. Find netrasa.inf in C:\Windows\inf, Open and place a semicolon in front of the line that starts "Excludefromselect=\" and end with "MS_NdisWanNbfIn,MS_NdisWanNbfOut" under the [ControlFlags] section. (all lines between)(This lets us see the drivers in the microsoft network adapter list when adding existing hardware in)14. Click Start then Control Panel.15. Go to Add Hardware.16. Click Next, then select Yes I have already connected the hardware, then click Next.17. Scroll down and select Add a new Hardware device, click Next.18. Select Install the Hardware that I manually select from a list (Advanced), click Next then select Network Adapter in the list and select Next.19. Select Microsoft in the left column and then select WAN Miniport (PPTP) and click Next20. Select Continue Anyway, Click Finish and close out of everything. Now do the same thing for WAN Miniport (IP).21. Uninstall, then Reinstall network adapters.22. Click Start, Run, type in netsh int ip reset resetlog.txt and click ok23. Reboot the PC.24. Uninstall and reinstall the VPN/dial-up connection and this should fix the issue. Some times I have to repeat steps 22 and 23 a 2nd time for it to work. Let me know if this was any help or any other errors that occured after attempting the steps above. rakoczy 04.03.2009 at 10:48AM CEST, ID: 24057804On my Vista computer the netrasa.inf file is locked and cannot be edited. If this is the case, right click it. Select properties. Clck the security tab, click the advanced button, select the owner tab, click the edit button (in vista), select administrators, click take ownership. Ignore the warnings if they appear. You may now edit the file and insert the semicolon. ***END*** This failed at the end for me, Vista gives a file not found error when re-adding the wan miniport ip adapter back in similar errors given when installing it via Netcfg -l %windir%\inf\netrast.inf -c p -i MS_NDISWANIP and devcon install c:\windows\inf\netrasa.inf ms_ndiswanip(Required download of devcon.exe) ************** This is the new bit ******************** Delved into the logs and found the missing file wasrasirda.sysThis file is no-where to be found on vista - found one on a windows 2000 server.Dropped it into the c:\windows\inf directory (imagine windows\system32\drivers would have been fine as well)and I could then reinstall the wan miniport ip adapter. Reset the tcpip stack installed the modem drivers All worked!

Thanks!!!! This was definitely the answer (adding in the rasirda.sys file). After spending a couple of hours with Microsoft support trying to resolve, found this post. Couldn't get Microsoft to send me the rasirda.sys file. Finally found it on a colleague's old computer, dropped it in and was able to install the WAN Miniport IP Adapter just using the regular Add Hardware wizard. System: Window Vista Home Basic 32-bit.
