Hi Atour, Thank you for the post. Before going further , please help confirm the following points: 1. Are all files or programs unable to be downloaded from all websites? 2. Please let me know the location which you are trying to download files or programs to? 3. Are you using Internet Explorer 7? 4. Are your computer in a domain? 5. When did the issue begin to occur? 6. Have any changes been made on the computer recently, such as an installation or upgrade? Based on the current situation, I suggest trying the following steps to troubleshoot the issue. Step 1 Reset IE =========== 1. Click Start, please type "inetcpl.cpl" (without quotation marks) in the Start Search bar and press Enter to open the Internet options window. 2. Switch to the Advanced tab. 3. Click the Reset button beside Reset Internet Explorer Settings. 4. Click OK to confirm the operation. 5. Click Close when the resetting process finished. 6. Uncheck Enable third-party browser extensions option in the Settings box. 7. Click Apply, click OK. Step 2 Clean Boot =========== 1. Click Start, type "MSCONFIG" (without the quotations) in the Search Bar and Press "Enter" to start the System Configuration Utility. Note: Please click Continue if the "User Account Control" window pops up. 2. Click the "Services" tab, check the "Hide All Microsoft Services" box and click "Disable All" (if it is not gray). 3. Click the "Startup" tab, click "Disable All" and click "OK". 4. Restart the computer and test the issue. Note: Clean Boot is a troubleshooting step. If some programs have been disabled, we can re-enable them later. If you see the System Configuration Utility, check the box of "Don't show this message" and then click "OK". Then right-click the IE icon and click Run as administrator to open IE. Try downloading programs or files to the Desktop to check the result. If the issue persists, please let me know the exact wording of the error message. I look forward to hearing from you. Best regards, Tim Quan Microsoft Online Community Support
