Printer to which user does not have access is offered to them, but then they get "access denied" when they try to print
I know that this is not really a security problem, but the Print UI should not offer a printer to which a user does not have access. The last time I saw this behavior was in Windows 2000/2000 Server. Steps to reproduce: (1) As an administrator, create a printer under Devices and Printers (2) Edit the printer's ACL to remove the group Everyone (3) Log off and back on as a limited user (4) Try to print a document and see that the printer you created is in the list of available printers (5) Try to print and receive "access denied" message. Desired behavior: In step (4), the printer does not appear. This is really a bug report. The MSDN Concierge told me this is the only way to report Windows 7 bugs aside from risking a support incident.

Hi, Is the printer connected on the local Windows 7 machine? Usually, if the user does not have enough permission to access a folder or a printer, the folder or printer still can be viewed. The symptom is by default since the folder and printer driver exist on the local machine. After installing the printer driver on the machine, the device can be viewed in Device Manager and Windows will record it. When opening a document, the printer will list even though the current user does not have permission. Thanks, Novak

Not sure what you mean by "usually". On every Windows operating system after Windows 2000 (up to and including Windows Vista) if a user is not on the ACL for a given printer, they cannot see it at all in the list of available printers.
