so, I have a similar issue, but a little bit complex.

This is our scenario,

Lync on-Line

Lync 2013 on-prem

OCS 2007 R2 On-Prem

When I move my user to Lync On-Line i found some user Offline (users on OCS) and some users Unknown state hosted on Lync-2013.

I have more of 50 contacs, and I still having the issue with three users on OCS (hosted on differents OCS servers) and three users hosted on different Lync 2013 FE....

If I rollbak my user to Lync 2013 on prem, i can see the state of all six users fine...

I've try with Skype for Business and lync 2013 on my laptop, but the problem still there. using my cell phone with lync 2013 the issue is the same...

Did OCS 2007 R2 and Lync Server 2013 update to the latest version?

From the link below, it seems it is not a supported topology for Lync online hybrid with OCS 2007 R2 coexistence with Lync Server 2013:

If possible, would you please move all OCS users to Lync Server 2013 On premises and then decommission OCS Server and test the issue again.
