Can I use cx3000 without lync server ,simple ip phone

Nope, it requires a Lync 2010 or 2013 server deployment to operate in any way.'
If you are looking for a similar device which support open SIP platforms then the Polycom Soundstation Duo or the IP5000 models are what you need. CX devices are Lync-only models.

The Polycom CX3000 is an IP conference phone optimized for Microsoft Lync. It is specific for Lync Server.
