If by restart you mean reinstall, there is no likelihood of them being recovered without paying a specialist company to recover them.
If youve run some other restart program, and there hasnt been too much disk updating since deleting them, there is a good chance that some deleted files can be recovered. Download the free Recuva program from here http://www.filehippo.com/download_recuva/
When downloading be aware of any other links to downloads and foistware that is offered, you want a program that begins with rcsetup and a version number.

There is no-one that will give you a guarantee. You will not get them all back and it is VERY expensive (Over $1000 and sometimes more). If these aren't life and death you may be better off chalking it up to experience. If it is investigate a firm that restores formatted drives in your area. Obviously dont use that HD for anything. The more you use it the less will be available
