Why does the busy circle rapidly blink off and on all the time? I can't find anything running in the background.

1. Open Task Manager by clicking CTRL + ALT + DEL Keys together . Click on More Details.
2. Click Processes tab.
3. Find the process consuming maximum CPU %
4. Click End Task.
Clean boot will help us identify if any third party applications or startup items are causing the issue.
