How can I determine if the update was really applied?

The driver update is from manufacturer, not only depend on Microsoft.

We can check the properties of the driver files on your computer, see the Date Modified.

As this page, this update is released on 5/19/2011.

If the driver is up to date, we can just hide it in optional update list.

All I see is a global with Microsoft Update Catalog on top of it and a copyright notice at the bottom of the screen.

I am using Windows 7 Ultimate x64 with all patches and IE 10 with all patches to view it.  My Windows 8.1 machine is offline.  Does the catalog page only work with Windows 8.1?
