We currenlty have a maximum of 10 users for meetings.  Does modifying the maximum meeting size cause a downtime?

I'd like to modify this for a group of users which would require that I change the global policy from the default policy to use per user policies.  If I do this does it change the policy that all users have or do they keep the default policy and just allow me to modify individual policies?

Changing policies will not cause any downtime.

It is up to you.

You can change the global Policy which will apply to everyone.  Or create user Policy and apply to specific people.

OK.  So, if I change to use per user policy does it leave the policy that is applied to everyone as the default until I change it for an individual?
