How to fix Norton Sonar protection with windows XP with service pack 3?

I have worked with two techs, including a case manager at Norton to fix my Sonar protection -- It is off. It appears fixed and then reverts to "unfixed" in a few minutes. The case manager at Norton says that it is a problem with microsoft. I have XP with service pack 3. Does anyone know how to fix this problem?
