No sign-in options on login screen - Picture password/PIN don't work

Hello,

I've been fighting this issue for a while and it's getting frustrating.

My picture password was working, but I had to load a system image back on because of a different situation and now picture password and PIN don't work.  

You can enable them and set them up within sign-in options, but it won't show up on the login screen.  

I have tried everything from making sure the credential manger was running and changing it to automatic, adding it to our domain and taking it back off, creating a new user and testing it there, removing the picture password and setting it back up, forcing local GP for picture password to be enabled, and a few other things that I'm not recalling.  

I've tried a refresh, but the refresh failed because it wouldn't recognize the touch screen or any input for that matter after it was finished.  

This is Windows 8.1 32 bit pro.

It ended up being some dell data protect something or another that was blocking it.  Uninstalled all Dell bloatware and everything is good to go!
