No Space to shrink in C windows 8.1

I have around 50GB in C, 30 unused and would like to shrink around 15GB for booting a new OS, when I try to shrink it gives me 0 space available to shrink, not sure if this is because there is not much space in the Drive, I tried defragmenting but it seems this does not help, I also tried to disable pagefile but for some reason it gives me an error as if I am not the admin, can anyone help please?

If youre running System Restore and/or Hibernation, you could temporarily turn them off.

If you still cannot shrink the disk sufficiently, remove it and connect it externally to a different Windows computer (not XP) and run the shrink. If the other computer is using an SSD, you will have to enable and start the Disk Defragmentation service, but dont forget to stop/disable the service after running the command.
