Hyper-V is only available if:
Your Windows OS is 64-bit and
Your Windows OS is Professional or Enterprise.
Beyond that you also have to meet the hardware requirements.

Yes, like Brian said, you should first meet the basic requirement:
Windows 8 Pro or Enterprise 64 bit Operating System
64 bit processor with Second Level Address Translation (SLAT)
4GB system RAM at minimum
BIOS-level Hardware Virtualization support
