No Airplane Mode and No On/Off Toggle for Bluetooth nor Wireless
Running Windows 8.1 Pro on a desktop.  Cannot disable Bluetooth nor wireless.  Airplane mode visible (in PC Settings > Network > Airplane Mode) but grayed out.  The toggling on/off options for Bluetooth and wireless not available.  Bluetooth and wireless both work fine (hardware is fine).  Bluetooth and/or wireless can still be disabled from device manager, there should be a on/off toggle but is not there.  What am I missing?

I ran

sfc / scannow

No errors reported

dism /online /cleanup-image /restorehealth

errors fixed

dism /online cleanup-image /checkhealth

nothing found

Any ideas?  I was checking to see if maybe a group policy object could have disabled it, but that's not it.

Please try the suggestions I made there.

Also, I recently became aware of a tool from the Windows SDK (I think that's where I got it.) called Inspect.exe  It's supposed to be used for checking UI for accessibility but obviously it gives more information about solving obscure usability issues too.  It helps to have two monitors to use it.   ; )

We wonder if there is any luck your issue has been resolved, if you've found solution by yourself. we would appreciate it if you could share with us and we will mark it as answer.

This issue normally caused by OEM hardware design, device driver or hardware compatibility.

Method1

Update your wireless adapter driver and re-enable it from device manager.

Method2

Right click wireless adapter in device manager->properties->power Managerment

Uncheck allow the computer to turn off this device to save power.

Method3

Reset BIOS firmware to default settings or upgrade your BIOS firmware

Depends on your OEM hardware design, you also could follow the instructions/solutions as mentioned in this thread.
