Try create a USB repair disk and boot with it and try to repair your system file:

is there any changes before this issue happen?
did you installed any other antivirus program? using another antivirus and defender maybe will caused this issue
did you try to perform system restore using restore point (back to condition when Windows defender still working fine)
try to re-register Nislog.dll, type this command at cmd and run as administrator
regsvr32 /u NisLog.dll
regsvr32 /i NisLog.dll
try to run system file checker if still not working
next step will be refresh, reset and reinstall
