Network Printer Queues

We are school with 5 computer labs for Students and 2 for Staff.

The computer labs are windows 8.1 Pro 64bit and window 7 pro 32 bit.  (We are migrating to windows 8.1 Pro across the entire network.) 

Our network PDC is 2012r2 standard, SDC is 2008r2 standard this is our printer server.

The issue is sometimes workstations printer queues report that the server is offline when the workstation next to it report that they are online and the workstation is configured exactly the same.

I can fix this after it shows up, simple restart the printer spooler service.

Question is: What do I do to prevent this happening? or how can a standard user restart the printer spooler service without using elevated rights?
