Most problems on w7 are linked with permissions that you as the user has because dont forget that we all using the w7 Ultimate and so security and permissions are really going be strong. But you can try this if you are the administrator on your system. Go to network properties on your network page and give yourself full permission. If it still dont work dont worry about it. its just that the software might not be fully compartible with w7 which is still in the RC. If your internet still works and you have windows explorer 8 on it go to SAFETY and click on INPRIVATE BROWSING it will pop up a new page and whatever website u go to or use after browsing you can close it afterwards and all your history deleted for website after browsing. If you still have problems dont forget to leave more details to help me access the situation well.

Thanks for the reply Hitherman, Actually the reason I need to be able to change the Network Location, is so I can join my own Homegroup, I am the Admin and the other PCs running Windows 7 can join the homegroup fine while connected to the same network, it is only 1 PC, the one connected direct to the internet that cannot due to the Network location being greyed out, if I was able to change its location to "Home" then I could access and join my Homegroup. Here's my theory:If you are using ICS it doesn't allow the network adapter to be set to home location. Use an alternative to share your internet connection. OR, add another network adapter (lan card) to your machine and use it to access the homegroup.
