Need help with Windows 8.1 bug
I just updated to Windows 8.1 from Windows 8, and I'm getting an error whenever I open the Control Panel. Occasionally it explorer.exe freezes when I open it and I have to restart it. When it doesn't freeze, a small window pops up that says "An error occurred while loading resource DLL." and the window name is Power Manager. My laptop is a Thinkpad W520, and the power manager it is referring to is probably the Lenovo Power Manager. The thing is, I uninstalled Power Manager a long time ago and I haven't had it on my machine for over a year. I did not have this problem on Windows 8.

You would be better to use the System File Checker tool.

Command prompt > sfc /scannow

Also, can you check the C:\Windows\System32 folder for the following file:

PWMCP32V.cpl

If that file exists can you delete it?

You would be better to use the System File Checker tool.

That was the first thing that I tried, but it found no errors.

PWMCP32V.cpl

If that file exists can you delete it?

I found the 64 bit version and deleted it. Problem solved! Thank you so much!
