My laptop is using Windows 8.1 and it can't connect to a WiFi using WPA2/Enterprise authenticate

I have asked this question, but i can't continues it because my job. You can see my 1st question is here

My Problem is: 

I build a lab for Wireless authenticate via WPA2 + 802.1x. I have:

1/ Windows server 2003 enterprise: DC+CA+RADIUS SERVER

2/ Wireless router/access point: 01 ToToLink 150 RT + 01 DrayTek AP 810

3/ Test Client are: 1 Windows XP, 1 Windows 7, 1 Windows 8, 2 Windows 8.1. 1 Iphone 5s, 1 SamSung S4.

4/ Other Devices: 1 usb wireless card, 1 Windows 2008 Server is RADIUS server.

After config and test, i have the result:

1/ iphone 5s and android smart phone samsung 4s: work with no problem.

2/ window xp: work with no problem.

3/ windows 7: work with no problem.

4/ windows 8: work with no problem.

5/ windows 8.1 (my laptop and wireless onboard): dont work, no popup for username and password show.

6/ windows 8.1 (my laptop, disable wireless onboard, using new USB Wireless card): dont work, no popup for username and password show.

7/ windows xp (disable onboard card, and use the USB Wireless card): work with no problem.

8/ new laptop with a new install windows 8.1 (no antivirus, disable firewall): dont work, no popup for username and password show.

9/ I have change use Windows 2008 but still get the same result.

On windows 8 and windows 8.1, I config after this guide.

Now I need a guide or video success config Windows 8.1 with Wireless authenticate WPA2/802.1x and info of hardware.
