My battery is showing 15% available (plugged in, not charging). How do I get the battery to accept a charge again?

My battery is showing 15% available (plugged in, not charging). How do I get the battery to accept a charge again?I have just purchased a new battery as my old one was not charging, now i find this new battery is not charging either, so i wonder if my original one ever charged. i do not use my laptop on the battery very often, but having just had a re build I was told the battery was dead. any suggestions please?
